Ethio Telecom Faces Currency Shortages, Unable to Pay Debt

Ethio Telecom Faces Currency Shortages
Ethio Telecom disclosed that it is unable to undertake planned projects for the budget year or pay its debts due to hard currency shortages in the country, CEO Andualem Admassie (PhD) said. The Ethiopian telecom CEO announced this earlier this week while presenting a report on the company’s first quarter performance to the House of People’s Representatives (HPR).
At the session, MPs questioned Andualem why, at mere 15 percent, the company’s first-quarter capital expenditure fell far short of plan.
Andualem was straight in his response: “Yes, our expenditure is too low to achieve what we were supposed to. We are functioning at the barest minimum due to shortage of hard currency.”
He told MPs that, “We normally source our supplies from overseas. For that, we need hard currency. Granted the challenge is nationwide, we are not able to secure letter of credit (LC) even though documents for most of the equipment on which we have placed orders have been awaiting decision by the bank for a year or two.”
We are practically not making any purchases,” the CEO told MPs, adding that the 15 percent purchase mentioned in his report is sourcing done locally.
According to Andualem, major purchases supposed to be undertaken in the first quarter included those of UPS devices, batteries, computers, generators and other telecom equipment.
The CEO further noted that the chronic dearth of hard currency has also prevented the state-owned monopoly from repaying its debts.
EthioTelecom holds sole monopoly on telecommunication services in Ethiopia, including all mobile and internet services. According to many reports, Ethiopians pay one of the highest rates for internet and mobile services.

Saudi Arabia to confiscate $300b assets of Alwaleed, Al-Amoudi and others

Al-Waleed bin Talal
NOVEMBER 9, 2017 (Vanguard)
Saudi Arabia has announced it will confiscate money and assets, running into $300billion held by dozens of top officials and businessmen detained in an anti-corruption crackdown.
The Saudi attorney-general said detailed questioning of detainees had already produced “a great deal of evidence”, but gave no more details.
Businessmen in detention include international investor Prince Prince Alwaleed bin Talal, whose wealth was estimated by Forbes magazine before the crackdown at $17 billion; Mohammad al-Amoudi at $10.4 billion, with construction, agriculture and energy companies in Sweden, Saudi Arabia and Ethiopia; and finance and healthcare magnate Saleh Kamel at $2.3 billion.
A large amount of the funds are believed by financial sources to be held offshore in bank accounts, portfolio investments, corporate shareholdings and real estate. Many of the businessmen detained have private planes — one has a Boeing 747 airliner.
And a study by the U.S. National Bureau of Economic Research estimated Saudis have stashed away wealth equivalent to over 55 percent of the country’s gross domestic product in foreign tax havens — an amount exceeding $300 billion.
But the experiences of two other Arab states trying to recover stolen money, Egypt and Tunisia, suggest Riyadh may face years of legal and diplomatic battles to secure assets held abroad. Even then success is not guaranteed.
The anti-corruption committee that detained princes, tycoons and ministers at the weekend has the power under a royal decree to take “whatever measures are deemed necessary” to seize companies, funds and other assets without waiting for the results of criminal investigations.
The offshore scrutiny of assets has already begun in the Gulf region, where Saudi Arabia regularly shares information.
The United Arab Emirates’ central bank and securities regulator has asked banks and finance companies there to provide information on the accounts of 19 Saudi citizens, banking sources told Reuters on Thursday.
The Saudi committee has not given details of the allegations individuals face, though Saudi officials say they include money laundering, bribery, extortion and taking advantage of public office for personal gain.
Riyadh has also set no timetable for its confiscations, although banking sources say more than 1,700 domestic bank accounts have already been frozen at the request of the central bank.
If the committee were to try to retrieve all the revenue that has been lost to corruption, from bribes to illegal expropriation of land, the total would be $800 billion, an official at the Riyadh Chamber of Commerce and Industry has estimated.
But Egypt and Tunisia’s experiences show that although asset freezes can be arranged within months, repatriating the money can take many years.
Cairo has tried unsuccessfully for five years to retrieve about 85 million pounds ($111 million)in British bank accounts belonging to the inner circle of former President Hosni Mubarak.
British officials have said they are bound by British law, which requires the Egyptians to provide them with criminal convictions first.
Tunisia has so far recovered only a small portion of about $35 million claimed from Switzerland following the 2011 revolution that inspired the Arab Spring uprising.
There are some precedents that could give Saudi Arabia cause for hope that it will be able to repatriate money.
Last year, Nigeria and Switzerland signed a deal paving the way for the return of over $300 million confiscated from the family of Nigeria’s former military ruler Sani Abacha.
Requests from Egypt, Tunisia, Libya and Syria have led to nearly 1 billion Swiss francs ($1 billion) of assets being frozen by Swiss authorities.
But the efforts of Egypt and Tunisia to retrieve the money have stumbled over a requirement to submit evidence that would be admissible in Western legal systems, proving the beneficial owners of the assets and showing that corruption has taken place. Often assets are held in complex offshore vehicles making it hard to show who really owns them.
Repatriating assets could be so hard that Riyadh may try to avoid foreign legal action altogether in many cases, instead making deals with detained tycoons and princes that in effect legalize their fortunes in exchange for a share of their money, some bankers and consultants say.
“The government will also strike deals with businessmen and royals to avoid arrest, but only as part of a greater commitment to the local economy,” said Ayham Kamel, Eurasia Group’s practice head, Middle East & North Africa in a note.

Ethiopia court acquits a journalist, opposition party member from charges under defunct state of emergency

Addis Standard
Addis Abeba, Nov. 8/2017 – The Federal High Court Bole Branch, third Bench has today acquitted journalist Elias Gebru & opposition party member Daniel Shibeshi  from criminal charges brought against both under Ethiopia’s defunctState of Emergency (SoE).
Both Elias and Daniel were first detained along with Anania Sorri on Nov. 18, 2016 for ‘violating’ a section under the SoE, which prohibited displaying crossed arms held above head, a symbol of the Oromo protests that led to the declaration of the emergency rule in October 2016.   After spending months in jail without charges, Anania Sorri was released on March 13 2017.
Both Elias & Daniel were released only in Aug 2017 after spending months without charges and plenty of confusions. They were released after posting a 50, 000 birr (about US$1, 800) bail coupled with a travel ban imposed on both by the court. In its decision today, the federal court has lifted the travel ban & the bail posted.
However, journalist Elias Gebru will continue fighting a three year old case at the a fed High court which was brought against him when he was the editor of a local magazine called ‘Enqu’. He was also the editor of a now defunct Amharic weekly “Addis Gets” and Daniel Shibeshi was former senior member of the opposition UDJ/Andinet. Several UDJ members including Daniel Shibeshi have recently joined the opposition Semayawi (Blue) party.

Are Ethiopians prepared to take the power from TPLF? (by Muluken Gebeyew)

The TPLF ( Tigray People’s Liberation Front)  led regime has ruled Ethiopians under Iron fist since May 1991. The regime  used a variety of tricks to blindfold Ethiopians to maintain its brutal rules. The most famous trick it applied is  the divide and rule policy which has helped the minority TPLF elites to control the Ethiopians  by dividing, inciting conflict and creating animosity among major ethnic groups for  nearly three decades. Ethnicity, language and religion used as an oppressive means.
The Majority of Ethiopians now days come to realise that TPLF’s  tactics are not genuine democratic measures but a means for its survival as dictatorial rule. The pseudo ethnic political groupings it created in the name of EPRDF are no longer blind or loyal servant  to TPLF. TPLF’s controlling steam is running out.
The mass imprisonments, tortures, brutal killings, ethnic genocide, displacement ,disposition and state terror haven’t stopped people’s uprising against the regime  in the last few years. The uprisings  in  different regions catch fires instead of dying. Though the dictatorial regime  blames  rent seeking, corruption, Eritrea’s hand and any reason under the sun that helps to the trick people, it didn’t  work. An oppressed people have rebelled!
Due to TPLF led regime strong tactic of “Carrot and Stick policy” and our weakness , the Ethiopian opposition forces have been divided, lame and not powerful. The several attempts to bring together a united  political gathering that involve multiple ethnic and or non ethnic based parties tend to fracture easily and failed to present as unified voice.
If TPLF leaves power by one way or another, are  the non-TPLF Ethiopians ready to take the power?
Are there prepared political gatherings with strong teeth for the transition from dictatorial rule to democratic rule?
Who would maintain peace and stability?
Is there potential power vacuum due to unpreparedness?
Are Ethiopians prepared to form a democratic government which treats everyone equally under the law?
What is the guarantee we will not fragmented like Yugoslavia or former USSR?
How can Ethiopians avoid ethnic, religious based civil conflict among ourselves?
Are Ethiopians prepared and equipped with means to detoxify the poison left by TPLF?
Are Ethiopians able to defend Ethiopians territorial sovereignty from external enemy?
Many concerned citizens worry about these questions as the seismic uprising all over the country is to uproot the brutal TPLF led regime.
If there is any humanity and “Ethiopiawinet”  in the current rulers, for the sake of their children and family, they need to facilitate safe and peaceful transition of power by inviting all political parties, trade unions, civic organisation, notable Ethiopians elders, intellectuals in an international conference that would result in  transitional arrangement to democratic rule.
It is unlikely the regime will do such  (though there is no impossible in politics) taking in consideration of its nature and way of dealing  during public uprising. Majority of us don’t wish a single more day of TPLF’s rule in Ethiopia.
Are we the rest of Ethiopians prepared for peaceful and safe transition? There is strong feeling of unpreparedness and this article is a call for Ethiopians and Political parties of all colours to get prepared as soon as possible without delay to avoid uneventful harmful consequence

Ethiopia supreme court reverses bail of Oromo leader Bekele Gerba

Ethiopia supreme court reverses bail of Oromo leader Bekele Gerba
Ethiopia’s Supreme Court has backtracked on an earlier decision to grant bail to Bekele Gerba, a leading opposition chief. This follows an appeal by state prosecutors even before he was released from detention.
The Addis Standard news portal reported that his release by prison authorities was delayed with the excuse of an administrative mix-up. With the latest development he is supposed to file a response to the latest decision.
Gerba, a top official of the Oromo Federalist Congress (OFC) was granted bail after being held two years in detention. The court on Monday overturned a high court refusal to grant him bail on several occasions. He is facing multiple criminal charges.

The brutal reality of Ethiopia (Achamyeleh Tamiru)

Ethiopia It’s true that it has been 43 years since we have been under the ruthless communists, immense suffering and innumerable human rights violations. Over the last 43 years, millions of lives have been lost to racism and millions of others have been displaced, from their place of birth, because they have been perceived as ‘other’ in relation to those chasing them.
Not only this, the ongoing genocide of Amharas in Benshangul Gumuz, South-western Ethiopia, and all other places is not a separate incident, but part of the genocidal politics of the ethno-nationalists that has been perpetuated over the last 43 years. All communist separatist groups of the 60’s and 70’s have been formed based on the notion that the Amharas should be decimated from the earth’s surface for the separatists to get their “freedom”.
The genocide and killing targeting certain ethnic groups in Ethiopia is going on because those conducting the genocide and the killing don’t believe that “the others” who don’t belong to their ethnic group are not human beings and don’t deserve a right they enjoy. THIS IS THE DRIVING FORCE BEHIND THE HEINOUS CRIMES COMMITTED AGAINST THOSE DEEMED TO BE OTHERS. Had the culprits believed that the “others” are human beings equal to them, they couldn’t have treated the way they do.
Decades of dehumanization of Amharas by the ethno-nationalists elements and communist groups has immensely contributed to the feeling that Amharas are not human. Today, there are very few ethno-nationalist elements who perceive Amharas as equal human beings as them. Very, very few! In fact, most of Ethiopia’s ethno-nationalists do not perceive Amharas as equal human beings. If one scratch under the skin of almost every ethno-centric nationalist, s/he will find there that almost no one will treat the Amharas as equal human beings like them.
It is this belief of the ethno-nationalists that the Amharas are not human beings just like them that has enabled them to live in so much peace with the heinous genocide they are committing against them over the last two decades. It is this set of belief that makes the question of human rights of the Amharas less relevant to Ethiopia’s ethno-nationalists because they are dealing with something that is not exactly as themselves. After all, if the Amharas are not human beings for them, there is no question about human rights. It is this sickening and saddening truth that makes the ethno-nationalists and communists to live with no moral doubts.
Among the “Ethiopian” ethno-nationalists, treating the Amharas, who endured genocide, as victims of genocide and the crimes perpetrated against them as crimes is considered treasonous because the depiction of Amharas as human beings is viewed as provocative (in our ethno-nationalists circle). If you are doubting this, ask the ethno-nationalists how they would feel if it were their families who lost their lives to genocide and have been forcefully displaced from their area of birth. They would point their guns at you and tell you to shut up. How dare you compare the ethno-nationalists’ families to the Amharas who lost their lives to genocide?!
The very deep rooted belief in the Ethiopian ethno-nationalists camp that the Amharas are not human beings just like them has created a moral blindness to live in peace, without any moral dilemmas. This is that is climaxed in the current round of genocidal war against the Amharas in Illubabor and Benishangum Gumuz
